Codex Alimentarius and Pest Control: The Global Foundation of Good Hygiene Practice

Every food safety standard a South African manufacturer works to, whether it is the law in Regulation R638, a retailer's demand for BRCGS, or a customer's insistence on FSSC 22000, traces back to the same source document. What the Codex Alimentarius is

The Codex Alimentarius, Latin for "food code", is the collection of international food standards, guidelines and codes of practice developed by the Codex Alimentarius Commission, a body established in 1963 by the Food and Agriculture Organization (FAO) and the World Health Organization (WHO). It is not itself law. It is the agreed reference that governments and the food industry worldwide use as the scientific and technical baseline for food safety, and it is recognised in international trade under the World Trade Organization agreements as the benchmark for food hygiene measures.

Its most important text for our purposes is the General Principles of Food Hygiene, CXC 1-1969, first adopted in 1969 and substantially revised in 2020. This is the document that defines Good Hygiene Practice (GHP) and carries the HACCP system as an annex. Almost every food safety requirement you encounter is, at root, an application of this text.

Where pest control sits within Good Hygiene Practice

Codex organises food hygiene into Good Hygiene Practices, the universal prerequisites every food business needs, and the HACCP system, which manages the significant hazards on top of that foundation. Pest control is firmly a prerequisite, a Good Hygiene Practice. In the 2020 revision it appears within the section on establishment maintenance, cleaning, disinfection and pest control, as one of the conditions that must be in place before HACCP can be effective.

That placement matters. Because pest control is a prerequisite and not usually a critical control point, it has to be running well as a matter of routine, not managed reactively hazard by hazard. Codex expects a food business to have systems that keep pests out and keep the environment inhospitable to them continuously. This is exactly why the standards derived from Codex treat pest management as a documented, ongoing programme rather than an occasional callout.

The four-part logic Codex established

The lasting contribution of the Codex pest control text is a simple hierarchy that every later standard inherited. It runs in order of preference, from keeping pests out to dealing with them if they get in.

Read that top to bottom and you have the definition of integrated pest management (IPM): prevention first, chemical eradication last, and monitoring throughout. Codex placed eradication at the bottom deliberately. Reaching for a pesticide is the least preferred option, used only when prevention and denial have not held, and even then in a way that protects the food. Why this matters: a programme that leans on routine baiting and spraying has the Codex hierarchy upside down. The Codex-aligned programme spends most of its effort on prevention and denial, so eradication is rarely needed. Auditors trained on these principles can see the difference immediately.

How national and private standards derive from Codex

Codex is the trunk; the standards you are audited against are the branches. Each takes the Codex prerequisites and adds enforceable or auditable detail without changing the underlying logic.

  • South African law (Regulation R638 under the Foodstuffs, Cosmetics and Disinfectants Act 54 of 1972) gives national legal effect to the general hygiene principles for food handling premises, including the requirement to control pests. Read alongside Act 36 of 1947, which governs the registration of the operators and the pesticides, this is the legal floor in South Africa.
  • BRCGS Food Safety takes the Codex prerequisites and turns them into an auditable standard. Its pest management clause, section 4.14, requires the documented, risk-based programme, trending and corrective action that make the Codex principles verifiable.
